Training Guidelines

Please note that all trainings listed on this site are open only to New York State Local Departments of Social Services (LDSS) staff; participants and health plans participating in the Facilitated Enrollment (FE) program; and any other entities, as determined by the New York State Department of Health (Department), that assist individuals enrolling in health insurance.


a. Training registration is available online. Mail and fax registrations are allowed, but online registration is preferable.

b. If a training program is not full, online registrations will be accepted up to two weeks before the training is scheduled.

c. If the minimum number of registrants for a program is not met 14 days before the training is scheduled to occur, the Statewide Training Center for New York's Health Insurance Programs (TCHIP) reserves the right (in conjunction with the Department) to cancel the program.

d. If a training program reaches the maximum number of registrants, the program is closed and removed from the Registration Form but still remains on the Training Calendar. a. Online registrants will receive an e-mail confirmation that their registration has been submitted within one (1) business day.

b. An email confirmation will be sent two (2) weeks prior to training to the two email addresses provided on the registration form (registrant and supervisor). This will include a list of all registered participants for that particular program and directions to the training location.

c. A second confirmation e-mail will be sent 1-2 days prior to the training.

Attendance and Cancellation

a. All NYS TCHIP trainings begin promptly at 9:00 am and end at 4:30 pm, unless noted otherwise.

b. Training attendees are responsible for being on time and present for the complete session to receive credit and a Certificate of Completion.

c. Cancellations must be made on the NYS TCHIP website.

d. Trainers have the discretion to ask disruptive participants to leave training programs and not issue certificates.

e. In the event of a weather emergency in New York City, face-to-face training programs will be cancelled if the New York City public schools are cancelled.

f. In the event of a weather emergency outside of New York City, CAI will work with the Department in determining if the training program will occur or will be cancelled.


All trainees will receive a Certificate of Attendance upon completion of all training days at the end of the training program.

Training participants are responsible for retaining their certificates for proof of attendance and any relevant materials.
